Course Summary
This course is designed to train persons who are required to work near or adjacent to DC conductor rails.
It is designed to develop a person’s knowledge, understanding and skills and is therefore particularly suited to persons required to prove their competence in these areas.
Course Aim
To provide the delegates with the skills, knowledge and behaviours required to work safely near or adjacent to DC conductor rails.
Pre-requisites & Requirements
Delegates must:
Must be a minimum age of 16
Have attended and successfully completed the Personal Track Safety (PTS) course
Course Award
Delegates will be awarded with a Sentinel recognised certificate upon successful completion of this course.
Successful completion of the course will lead to the issue of a Network Rail Sentinel Track Safety Card, valid for two years. The card will be validated with PTS and also a green square (which signifies that the person must be accompanied at all times, as well as being required to wear a blue safety helmet).
Delegates who will be required to work in AC Overhead Lines areas will need to successfully complete the AC element of the course and have this added to their card.
Delegates who will be required to work in DC (“third rail”) electrified areas will need to successfully complete the additional one-day DCCR course and have this added to their card.
Additional Information
All PPE must meet the requirements of NR/L2/OHS/21 and RIS-3279-TOM and as a minimum be equipped with:-
High visibility upper body clothing with reflective tape, with Sentinel Sponsor Logo
High visibility lower body clothing with reflective tape
A safety helmet with Sentinel Sponsor Logo
Safety footwear to support ankle and protective toe cap
Suitable safety eyewear
Suitable safety gloves
Why hold DCCR with PTS?
The DCCR (DC Conductor Rail) competence is a vital, specialised qualification that focuses exclusively on the unique and severe hazards associated with working on or near railway lines electrified by a Direct Current (DC) Conductor Rail system, commonly known as the "Third Rail." This competence is a crucial addition for anyone already holding Personal Track Safety (PTS) who needs to operate in DC electrified areas.
What is DCCR?
DCCR provides specific, in-depth training on how to safely identify, understand, and navigate the risks posed by the high-voltage (typically 750V DC) conductor rail found in certain regions of the railway network. It teaches individuals how to recognise the conductor rail, its associated equipment (e.g., feeder cables, sectioning points), the concept of safe clearances, the dangers of electric shock and arc flash, and the procedures for working safely in proximity to both live and isolated conductor rail sections. It is a mandatory requirement for accessing these specific high-risk environments.
Key Duties and Responsibilities of a DCCR Holder:
A DCCR competent person's duties are centred on ensuring electrical safety when working near the DC Conductor Rail. These responsibilities are paramount and include:
Hazard Identification: Accurately identifying the DC Conductor Rail and understanding that it is typically live and lethal.
Maintaining Safe Clearances: Strict adherence to the specified minimum safe distances (e.g., stepping on or placing anything within the prohibited zone) from the conductor rail, its insulators, and associated electrical equipment.
Understanding Isolation Status: Recognising that while the conductor rail can be isolated (de-energised and earthed), induced voltage can still be present, and it must always be treated as dangerous until confirmed safe by an Authorised Person (AP) or Nominated Person (NP).
Compliance with Electrical Safe Systems: Meticulously following all electrical safety instructions and procedures provided by the Person In Charge (e.g., COSS, AP, NP) or outlined in a Safe System of Work.
Safe Movement & Tool Handling: Exercising extreme caution when moving around, placing tools, or operating equipment in DC electrified areas to prevent accidental contact with the conductor rail.
Recognising Warning Signals/Signs: Understanding specific railway signage and markings indicating DC electrified areas and related electrical hazards.
Emergency Response: Knowing and being prepared to implement specific emergency procedures in the event of an electrical incident (e.g., electric shock, arc flash, fire).
Reporting Hazards: Immediately reporting any damaged conductor rail, insulators, or other electrical defects to the Person In Charge.
Where a DCCR Competent Person can work within TES:
The DCCR competency is absolutely essential for any TES personnel undertaking projects in the specific geographical areas of the UK rail network that use the 750V DC conductor rail system (e.g., Southern region, Merseyrail, London Underground sub-surface lines). This includes:
Permanent Way (P-Way): All track maintenance, renewals, and repairs conducted on DC electrified lines.
Electrification (3rd Rail specific): Personnel supporting the installation, maintenance, and fault-finding of the third rail system.
Technical Services: Individuals carrying out inspections, surveys, or minor works on or near signalling and telecommunications equipment within DC electrified zones.
Civils & Structures: For any work on bridges, tunnels, or lineside structures adjacent to the DC conductor rail.
Possession Management: All staff working within a possession that encompasses or is adjacent to DC electrified track.
