Course Summary
This course is designed to train persons who have been nominated by their line manager/sponsor to enable them to attain the Senior Person in Charge of Possession (PICOP) Competence.
The SPICOP competence is required to be held by anyone who is required to set up and manage a possession for the purpose of undertaking engineering works on the rail infrastructure and includes the management of multiple train movements within a possession.
The SPICOP course will take delegates through the procedures as set out in the Rule Book; Handbook 11 (Duties of the person in charge of possession), (Handbook 12 Duties of the engineering supervisor) and Handbook 13 (Duties of the person in charge of the siding).
The course includes the importance of using the correct communication protocols and adopting the appropriate behaviours to be able to carry out this role safely and effectively.
Course Aim
The aim of this course is to provide delegates with the skills and underpinning knowledge required to undertake SPICOP duties in line with the SPICOP unit of competence.

Additional Information
Successful candidates will be notified to sentinel as being trained and assessed as competent and their sentinel card will be endorsed (P) SPICOP. The competence will be valid for four months initially under a probationary mentoring period whereby the primary sponsor is responsible for ensuring the candidate is mentored. Candidates need to undertake a workplace assessment within four months to ensure they can safely and effectively undertake the role of the SPICOP. Once the probationary assessment is completed the SPICOP competence will be valid for 2 years – with a workplace assessment required within 9-15 months. To recertify, candidates must ensure they complete a minimum of four shifts from their interim assessment and have them recorded within their work experience book.
All PPE must meet the requirements of NR/L2/OHS/21 and RIS-3279-TOM and as a minimum be equipped with:-
High visibility upper body clothing with reflective tape, with Sentinel Sponsor Logo
High visibility lower body clothing with reflective tape
A safety helmet with Sentinel Sponsor Logo
Safety footwear to support ankle and protective toe cap
Suitable safety eyewear
Suitable safety gloves
What Does a SPICOP Do?
The Senior Person In Charge Of Possession (SPICOP) is an extremely high-level and specialist role, representing the pinnacle of on-site possession management within the rail industry. An SPICOP holds overarching authority and responsibility for managing multiple concurrent possessions, or a single, exceptionally large and complex possession, typically spanning a significant geographical area or involving intricate interfaces.
What is an SPICOP?
An SPICOP is a formally appointed, highly experienced, and exceptionally competent individual who supervises and coordinates multiple Persons In Charge Of Possession (PICOPs) and their respective possessions. They act as the ultimate operational authority and point of contact for large-scale engineering programmes, ensuring seamless integration of multiple work sites and the safe, efficient handover of vast sections of the railway network. They are effectively the 'PICOP of PICOPs', providing strategic oversight and incident command for major projects.
Key Duties and Responsibilities of an SPICOP:
The SPICOP's role demands unparalleled strategic planning, advanced leadership, exceptional decision-making capabilities, and the ability to manage complex logistics across multiple fronts. Their duties typically include:
Overall Possession Management Oversight: Overseeing the strategic planning, coordination, and execution of multiple, often interdependent, possessions or a single, extremely complex mega-possession.
Supervision of PICOPs: Providing direct supervision, guidance, and support to multiple PICOPs under their command, ensuring they adhere to safety standards, operational plans, and timely handovers.
High-Level Liaison: Maintaining direct, high-frequency communication with Network Rail Control (e.g., Route Control Manager, Control Power Manager), project directors, and other senior stakeholders to provide comprehensive updates on the entire programme of works.
Strategic Incident Command: Leading the response to any major incidents or significant operational challenges that impact the overall programme of possessions, coordinating resource deployment and communication across all affected sites.
Inter-Possession Coordination: Managing interfaces and potential conflicts between adjacent or overlapping possessions, ensuring that work in one area does not negatively impact safety or progress in another.
Resource Optimisation: Optimising the deployment of plant, personnel, and materials across multiple possessions to maximise efficiency and productivity for the overall programme.
Performance Monitoring: Continuously monitoring the performance of all possessions under their control against safety, quality, and time targets.
Pre-Planning & Contingency: Involvement in the highest levels of pre-planning, including the development of robust contingency plans for potential disruptions.
